This Investigative Report examined the development potential of lots in North Sydney, under consideration of the existing urban context, as well as the North Sydney LEP controls. Special consideration was given to the potential height of development and the possible building mass. Shadow studies demonstrate the likely impact of a new development at different heights on neighbouring areas. The determination of the building envelope considered SEPP 65 regulations for existing and potential future residential development. The potential building mass was further influenced by the desire to retain harbour and city views for existing apartments, which led to a building configuration that allows for view corridors.

This investigation concluded that the existing urban context supports the development of the subject site to a substantial height to fill a missing portion along the southern frontage of the North Sydney CBD.
